The now-commonly heard phrase “progress isn’t linear” applies to career progress, too. After being denied admission to a graduate program in forensic psychology, Jarrett Moore had to make a decision: stay the course or pivot. He chose the latter, which ultimately led to a career in public service and policy.
Before enrolling in the Master of Public Administration (MPA) program at McGeorge, Jarrett spent his early career working in behavioral health as a Drug and Alcohol Counselor at Folsom Prison, supporting Level 1–3 offenders. It helped him discern his long-term career goal to influence systems at a broader level, beyond individual care. Thus, he began exploring opportunities in public administration.
That shift led him to discover McGeorge’s MPA program, where a unique opportunity caught his attention: “I ultimately chose the MPA program at McGeorge after learning that it had received grant funding for a mental health services project, which aligned closely with my background and interests,” he says. It marked the beginning of a transformative academic and professional journey.
A Challenging and Rewarding Experience
“My overall experience in the MPA program was both exciting and challenging,” Jarrett reports. Faculty mentorship played a key role in shaping his experience, particularly through the guidance of Professor Charles Kaye-Essien, who “was very impactful with not only easing me into the field of administration and policy, but analyzing the complexity of recommended actions for policy change”. He also credits Professor Paolinelli for her continued commitment to student and alumni success.
Like many graduate students, Jarrett balanced academics with professional responsibilities, often completing coursework during overnight shifts while working in healthcare. Despite the challenge, this experience strengthened his time management skills and reinforced his commitment to advancing his career.
One of the most impactful aspects of the program was the development of practical, analytical skills. Through courses like Public Manager Analytics, Jarrett learned how to evaluate and interpret performance data. “I now apply this skill in my current role,” he says, “particularly when working with organizations that present data to support their positions on legislation.”
Finding Direction and Building a Career
Jarrett didn’t begin the MPA program with a clearly defined career path. It wasn’t until he was more than halfway through that things began to click. The combination of coursework, exposure to new ideas, and professional development opportunities helped him identify where he wanted to go and the direction he needed to take to get there.
Today, Jarrett works in the California State Legislature as a Scheduler and Legislative Aide for an Assemblymember. His work involves coordinating schedules, supporting legislative initiatives, and conducting research on proposed bills. The MPA program’s interdisciplinary approach proved especially valuable, giving him a strong foundation for understanding and analyzing legislation in his day-to-day role. One example was its inclusion of law-focused courses like Statutes and Regulations.
Embracing Uncertainty as a Strength
Reflecting, Jarrett emphasizes the importance of staying open-minded when entering a broad field like public administration. He encourages prospective students to build relationships not only within their own program but across disciplines, recognizing that collaboration and perspective are key to growth.
“I learned a great deal about myself in this program,” he concludes, “and if I can impart any wisdom to other students, it is that throughout my experience at McGeorge, I profoundly learned that uncertainty is a powerful driver for perseverance. Do not be afraid of it. Embrace it.”
